STAACI Survivor Rules is not for the Average Joe. This book is SOLELY meant for victims of government-sanctioned harassment and surveillance programs, better known as gang-stalking. The author wishes it to be known that there are people who are really paranoid and are worried about unknown people or the government harassing them. These sufferers need psychiatric care. However, there are others who are victims of real organized covert/overt harassment and surveillance campaigns (as documented in the book). This book has been written only for those targeted individuals. These harassment victims do not need psychiatric care. Psychotropic drugs have serious side effects. Medicating people who are not sick can accentuate real-world problems and result in serious harm such as homicide or suicide. This book is to make the victims understand their situation and prevent them from wallowing in self-pity or despair. It expects them to take control of their situation and possibly return to a state of normality. Also suggested is a legal remedy to stop the harassment. THIS BOOK IS NOT A SCHOLARLY WORK. In the absence of verified data, much of this book has to be based on speculation. The author is not qualified to provide psychiatric advice to those in need of it. (Noah T. Stacey is a pseudonym of the author. STAACI refers to State Terrorism Authorized Against Citizen Illegally.) This book is a honest attempt at presenting a personal viewpoint to promote a greater discussion on the topic. This book deliberately avoids mentioning actual harassment techniques and limits itself to suggesting remedies.
