On September 23, 1949, President Harry S. Truman announced that an atomic explosion had occurred in the Soviet Union. Over the next few days, The New York Times and Washington Post ran articles discussing the timing of the explosion, its impact on military aid to Europe, and subsequent calls for international atomic control.

On November 2, 1912 the New York Times ran the article, “Roosevelt Cheers Go On,” that reported on the Progressive Party’s rally at Madison Square Garden the night before. The just war tradition provides a framework to evaluate decisions on waging and conducting war. It can also inform conduct after a war. In addition, just war principles can assist military planners and decision-makers regarding situations other than war, including humanitarian intervention. For example, consider a potential mass atrocity in sub-Saharan Africa. The just war concepts of just cause, legitimate authority, reasonable chance of success, last resort, right intention, and proportionality can inform the moral and legal basis for intervention by a state or the international community.

In 1847, Albert Gallatin published, Peace with Mexico, a pamphlet in which he called for an honorable and just end to the Mexican War. Gallatin argued that the United States acted immorally when it provoked war with Mexico and needed to redeem itself. Instead of dismembering Mexico to satisfy what he called a hunger for conquest, he suggested the United States voluntarily relinquish all conquests and only demand the rights that were due her citizens.

Purpose: To outline a course of action that will prevent refusal of the anthrax vaccine by military personnel up and down the chain of command. Since each member of the United States military is valuable, even small resistance to the vaccine ought to be avoided. Furthermore, any resistance has the potential to spread and cause a more widespread problem. Lastly, refusal of the vaccine is detrimental to unit cohesiveness and morale. With the proper approach, junior officers and the chain of command can suppress this problem at multiple levels before it becomes an issue.

This scenario contains multiple examples of humanity's lust for power, which is defined as having an intense desire or need to control or influence others. Lust for power also has the characteristic of being able to appear anywhere and in many different forms. These forms can be conspicuous or subtle. The more noticeable forms include military domination, political power, and economic superiority. More subtle forms include dominating a conversation, always having to get ones way, and bullying others. All of these examples show that lust for power is varied and widespread.
